Indian Meal Moth larvae spin a silk-like webbing.

In Flour: Looks like clumps that stick together.
In Jars: Look for webbing near the threads of the lid (they can crawl through screw-tops).
On Shelves: Look for tiny white worms (larvae) crawling UP towards the ceiling to spin cocoons.
